Government Advisory Services
Our Government Advisory Services are generally provided through engagements with government entities and their nominated agencies. As part of our services, we advise on and manage infrastructure processes in commercialization and privatization of infrastructure assets.
- Reform-based lending as primary consultants to the new distribution system in Karnataka.
- Power sector strategy for Uttaranchal.
- Advisory services for framing policy guidelines and managing the bid process for awarding of small hydroelectric project for the Kerala Government.
Roads
- In partnership with the Infrastructure Development Corporation Karnataka (iDeCK), we advised the National Highways Authorities of India (NHAI) for a highway project on NH-7.
- As a member of NHAI's Toll Strategy Committee, we designed the framework for model concession agreement and bidding documents to award completed sections of the Golden Quadrilateral to private operators on Operate-Maintain-Transfer (OMT) basis.
- Some of our other assignments for NHAI include annuities, port connectivity, shadow toll for Tumkur Nelamangala.
- Our assignment for the Maharashtra State Road Development Corporation involved the Satara-Kagal project.
- Our assignment for the Ministry of Surface Transport involved model concession agreements for small road projects.
Ports
- For the Ministry of Surface Transport, we developed the process outline for the corporatization of Ennore Port.
- We also created entry level, evaluation criteria and model documents for private sector projects in major ports.
Railways
- Four projects under the National Rail Vikas Yojana were appraised by us.
- We reviewed project reports and structured projects in a PPP framework for Rail Vikas Nigam Limited.
Urban Infrastructure
- We successfully concluded awarding of the concession of Solid Waste Collection and Transportation in 6 zones of Delhi Municipal Corporation.
- We completed the appraisal of 3 industrial clusters under the Industrial Infrastructure Upgradation Scheme.
- Tariff Indexation for Chennai Metro Water Supply and Sewage Board was completed by us.
Tourism Infrastructure
- We formulated development plan for George Everest State in Mussoorie as a tourism destination.
- We devised methods for improving efficiency in Government-owned rest houses across Garhwal and Kumaon region.
Food and Agri-business infrastructure
- Uttaranchal
- Agri-vision 2010.
- Modernization of agricultural markets.
- Agri export zones for Basmati rice.
- Agri export zones in Tripura, Sikkim (cardamom & ginger), Orissa (ginger, turmeric & aromatic rice) and Jharkhand (assorted fruits & vegetables).
- Institutional development of Uttar Pradesh mandi samitis.
- Carbon Finance: MoU with Prototype Carbon Fund of World Bank.
- Resettlement and Rehabilitation (R & R) Network: Partnership with the ‘Association for Stimulating Know How – India’ to re-launch the R & R network.
Kerala
- We facilitated operation of the first Road Fund.
- We conducted project development activities like redevelopment of hotels and government rest houses under a concession structure.
Maharashtra
- We devised growth pole strategies for attracting investments to the State.
